Vernal Pool, Fairy Shrimp and Wetland Study toward a joint Fill and Removal Permit, Duff II Water Treatment Facility, White City, Oregon

NBC began the project in 2010 and permits for the Medford Water Commission were obtained in August of 2013. The project involved ESA issues concerning the listed fairy shrimp (Branchinecta lynchi) and large-flowered wooly meadowfoam (Limnanthes floccosa ssp. Grandiflora) as well as the vernal pool ecosystem. Many meetings and correspondence with state and federal regulatory agencies took place over a three year span. In addition, a mitigation plan was developed which included the purchase of 36 acres of high quality vernal pool complex which was designated a vernal pool refuge via a deed restriction and agency approved refuge management Plan. The following work tasks were completed for this project:
- Wetland delineation for the expansion site and mitigation area (50 acres)
- Fairy shrimp and botanical survey/report of the two sites (50 acres)
- Cultural resource study of the two sites
- Hazard and site contamination assessment for the mitigation site
- Development of the mitigation plan, including land survey
- Development of long term mitigation management site plan
- Creation of vernal pool refuge to be managed by the Medford Water Comission.
- Completed a Biological Assessment of the overall expansion project
- Compiled all the information and submitted to agencies for permit approval
